This small building, where Dulan Sugar Factory Cafe is housed, was the office building of the Xindong Sugar Factory. Built during the Japanese occupation period, the factory closed in 1991. The various buildings (staff quarters, warehouses etc) in the compound are now used by local artists. It celebrates 50th anniversary this month.

位在都蘭的新東糖廠,最早在日據時期由高雄望族陳水盤、陳傳兄弟所創立,根據行政院文建會文化資產個案導覽台東縣觀光旅遊網的介紹,新東糖廠在第二次世界大戰末期曾經遭到盟軍砲磾轟炸,歷經大戰時的停產和戰後復業、關廠,1960年後由新竹人黃木水投入重資修建,1970年代躍升為全台紅糖產量第一的民營糖廠,至1991年由於時代變遷而決定停產。

新東糖廠至今仍保留結構完整的日式木造房舍、辦公室、升旗台、工廠和高大煙囪,是東部製糖產業發展的見證,停產廢棄後官方一度傳出要拆除廠區,最後 在都蘭居民反對毀壞歷史記憶的聲浪中保留,2002年正式登錄為歷史建築,吸引多位藝術家進駐,區內數棟建築被漆上各有巧思的彩繪和裝飾,形成藝術人文氣 息濃厚的東海岸「都蘭紅糖文化園區」,也成為東海岸藝術季和音樂季的熱門景點,用糖廠辦公室改建的咖啡屋,每逢週末就搖身一變為人聲和歌聲鼎沸的pub。
